Shelton Frey, JD CCHP

Mr. Frey has served as CHC’s Chief Legal Counsel since 2007. As CHC’s General Counsel, Mr. Frey is responsible for corporate compliance with laws, rules and regulations, contract drafting, review and compliance, supervision of the risk management program and oversight of all litigation. He brings a wealth of expertise and firsthand experience in the full spectrum of the corrections field, from facility level operations to the inner workings of the judicial system.
 
As Assistant of Warden Operations with the Illinois Department of Corrections at the Shawnee Correctional Center in Vienna, Ill., Mr. Frey oversaw the security of a 1,800-bed high-medium-security facility as well as a 200-bed minimum-security work camp. As both Assistant Warden and Warden of the Tamms Closed-Maximum Security Correctional Center in Tamms, Ill., he oversaw the operation of the state’s only super-maximum security prison.
 
In the judicial realm, Mr. Frey has served as Legal Counsel for the Illinois Department of Corrections, an Illinois Assistant Attorney General in the Consumer Fraud Bureau and on the Sex Crimes Task Force, and as an Associate at Gilbert, Kimmel, Huffman & Prosser, Ltd.
 
Mr. Frey earned both his Bachelor of Science Degree in 1990 and his Juris Doctor Degree in 1995 from Southern Illinois University, Carbondale. He is a member of the American Correctional Association, the National Commission on Correctional Healthcare and the American Society for Healthcare Risk Management. Mr. Frey is a Certified Correctional Health Professional by NCCHC and is licensed to practice law in Illinois and Colorado.
